The SOS is a tool to help companies know when bids relevant to them are released. The first step of the formal bid process is to advertise the availability of the bid in the California State Contracts Register (CSCR). Bids may not be released prior to advertisement in the CSCR. One of the features of the CSCR, the SOS, enables companies to designate a profile of the type of contracting opportunities in which they are interested; when the CSCR publishes a match, the SOS will notify them. This saves companies the time of checking the CSCR for relevant contracts advertisements every day. If you already have a user ID, you can go straight to your account.
A company can have as many SOS profiles as it wants and can send the announcements to as many recipients as desired. Notifications are sent very early in the morning. Notices include new advertisements as they are published as well as older advertisements that have been updated. Updates to existing advertisements do not highlight what the change may be; it is the responsibility of the subscriber to compare a change notice with the original notice. Subscribers may update their profiles at any time, as they feel appropriate. Profiles last for one year; a renewal notice is sent two weeks prior to expiration.
The CSCR does not advertise California Multiple Award Schedule (CMAS) contracts. Also, contracts under $100,000 may bypass the formal bid process - and thus advertisement in the CSCR & inclusion in the SOS - if the contracting agency solicits at least two certified Small Business and/or Disabled Veteran Business Enterprises (DVBE) and award is made to one of them.
